Under California property tax law, your taxes are based on the lesser of the market value of your property as of January 1, 2024 or its factored base year value. The market value reflects market conditions existing on January 1, 2024. Comparable sales that can be used for market value analysis must have sold no later than March 31, 2024, 90 days after Jan 1. Proposition 13 Factored Base Year Value means the value at the time you purchased the property and any assessable new construction after the purchase, increased by the consumer price index (CPI) as allowed under Proposition 13. For those owners who have purchased their property after January 1, 2024, the Proposition 13 Factored Base Year Value below is the prior owner's assessment.
